Managing a Proposal?

A requirements management approach is a great start. The first step would be to extract all the requirement statements from the Request for Proposal (RFP) and/or Statement of Work (SOW). You can than assign each requirement to appropriate sections of your proposal and in turn associate themes, issues, and prior related experience to each section. Your proposal team will know exactly what is needed and your reviews will be more focused and effective.

Don’t forget to include your requirements response roadmap in your proposal. You’ll score some extra points and when you win the contract you’ll have a head start on organizing the development. Developing an RFP or creating an SOW?

A requirements management tool can really help. Create a database containing each of your stated requirements along with associated issues, priorities, and acceptance and scoring criteria. Odds are that in the process you’ll end up writing clearer and better organized requirements, be less likely to have omitted something, and have a solid documentation trail in the event of a protest.

Ask your vendors to include a matrix identifying where they have addressed each of your requirements in their proposal.
